This is a character David Westphal is working for his Mass Effect: Ouroboros fan fiction.

Here's a snippet of the intro for Rellius:

Colonel Rellius Talmond (Ret.) – Turian – Age: 52
Born in 2133, Talmond was raised in a state-run orphanage on Tarsus for children of special needs, which cared for a wide variety of races, including Asari and Salarians. With no official documentation as to his birth origin, no colonial markings, and no name to call his own, he simply went by his identification number, REL-67854, or “Rel”. At a young age, he showed an aptitude for forward thinking and rapidly advancing potential in biotic field manipulation, which the facility’s administrator took note of. At the age of 3, after watching a documentary on the Unification Wars, “Rel” became fascinated by the tales of one of the War’s most prominent figures, Admiral Radilux Talmus, whom he frequently mispronounced as “Rellius”. On his 4th birthday, at the administrator’s behest, “Rel” was given an official name and citizenship under the identity of “Rellius Talmond”.
